ให้เรือนจำรับผิดชอบค่าใช้จ่ายในการศึกษาขั้นพื้นฐานและการฝึกอบรมให้แก่ ผู้ต้องขัง รวมทั้งต้องจัดหาบรรดาเครื่องอุปกรณ์ในการศึกษาขั้นพื้นฐานและการอบรมให้แก่ผู้ต้องขัง เว้นแต่ผู้ต้องขังจะนำอุปกรณ์ในการศึกษาของตนเองมาใช้และได้รับอนุญาตแล้ว ในกรณีที่ผู้ต้องขังต้องการศึกษาขั้นสูงกว่าการศึกษาขั้นพื้นฐาน ผู้ต้องขังต้องเป็นผู้รับผิดชอบ ค่าใช้จ่ายในการศึกษาดังกล่าวเอง โดยให้เรือนจำอำนวยความสะดวกตามสมควร
