การส่งหนังสือหรือคำสั่ง หรือการติดต่อใด ๆ ตามกฎกระทรวงนี้ ให้ดำเนินการ ตามกฎหมายว่าด้วยการปฏิบัติราชการทางอิเล็กทรอนิกส์ ในกรณีที่มีเหตุไม่สามารถดำเนินการโดยวิธีการทางอิเล็กทรอนิกส์ตามวรรคหนึ่งได้ ให้ดำเนินการตามกฎหมายว่าด้วยวิธีปฏิบัติราชการทางปกครอง
