ให้เจ้าหน้าที่ของรัฐซึ่งดำรงตำแหน่งระดับชำนาญการขึ้นไปหรือเทียบเท่า ตามข้อ ๑(๕) -
(๙) มีอำนาจปรับเป็นพินัยในความผิดดังกล่าว ภายในเขตพื้นที่ที่รับผิดชอบ
