ให้คณะกรรมการสถาบันการเงินประชาชนเป็นผู้ดำเนินกิจการและเป็นผู้แทน สถาบันการเงินประชาชนในกิจการอันเกี่ยวกับบุคคลภายนอก เพื่อการนี้คณะกรรมการสถาบันการเงิน ประชาชนจะมอบหมายให้กรรมการคนหนึ่งหรือหลายคนทำการแทน หรือจะทำสัญญาให้บุคคลภายนอก เป็นผู้จัดการก็ได้
