ผู้ใดอายุตั้งแต่สิบแปดปีแต่ยังไม่เกินยี่สิบปี กระทำการอันกฎหมาย บัญญัติเป็นความผิด ถ้าศาลเห็นสมควรจะลดมาตราส่วนโทษที่กำหนดไว้สำหรับความผิดนั้นลงหนึ่งใน สามหรือกึ่งหนึ่งก็ได้
