เว้นแต่จะมีบทบัญญัติหรืออธิบดีจะสั่งเป็นอย่างอื่น ให้ำเงินภาษีอากร ไปเสีย ณที่ว่าการอำเภอ และการเสียภาษีอากรนั้นให้ถือว่าเป็นการสมบูรณ์เมื่อได้รับใบเสร็จรับเงิน ซึ่งนายอำเภอได้ลงลายมือชื่อรับเงินแล้ว
