ตราสารซึ่งเจ้าพนักงานรัฐบาลหรือเทศบาลต้องลงนามหรือรับรู้ก็ดี ตราสารซึ่งต้องทำต่อหน้าเจ้าพนักงานรัฐบาลหรือเทศบาลก็ดี ตราสารซึ่งต้องให้เจ้าพนังานรัฐบาล หรือเทศบาลลงบันทึกก็ดี ห้ามมิให้เจ้าพนักงานลงนามรับรู้ ยอมให้ทำหรือบันทึกไว้จนกว่าจะได้เสีย อากรโดยปิดแสตมป์ครบจำนวนตามอัตราในบัญชีท้ายหมวดนี้ และขีดฆ่าแล้ว แต่ทั้งนี้ ไม่เป็นการ เสื่อมสิทธิที่จะเรียกเงินเพิ่มอากรตามมาตรา ๑๑๓และมาตรา ๑๑๔
