Consolidated edition — not the text as first promulgatedผู้ใดได้เสียค่าอากรหรือค่าเพิ่มอากรเกินไปไม่น้อยกว่า ๒บาท สำหรับตราสารลักษณะเดียวหรือเรื่องเดียว ผู้นั้นชอบที่จะทำคำร้องเป็นหนังสือยื่นต่อพนักงาน เจ้าหน้าที่ เมื่ออธิบดีเห็นว่าเกินไปจริงก็ให้คืนค่าอากรหรือค่าเพิ่มอากรที่เกินไปนั้นแก่ผู้เสียอากรได้ แต่คำร้องที่กล่าวนั้นต้องยื่นภายในเวลา ๖เดือน นับแต่วันเสียอากร หรือค่าเพิ่มอากรและต้อง ประกอบด้วยคำชี้แจงหรือเอกสารซึ่งพนักงานเจ้าหน้าที่หรืออธิบดีเห็นควรให้ยื่นสนับสนุนคำร้อง
