การนำเข้าหรือส่งออกซึ่งยาเสพติดให้โทษหรือวัตถุออกฤทธิ์ของผู้รับอนุญาต นำเข้าหรือส่งออกตามมาตรา ๓๔ หรือมาตรา ๓๕ นอกจากจะต้องได้รับใบอนุญาตตามมาตราดังกล่าวแล้ว ในการนำเข้าหรือส่งออกซึ่งยาเสพติดให้โทษหรือวัตถุออกฤทธิ์ของผู้รับอนุญาตในแต่ละครั้งต้องได้รับ ใบอนุญาตเฉพาะคราวจากผู้อนุญาตทุกครั้งที่นำเข้าหรือส่งออกอีกด้วย ทั้งนี้ การขออนุญาตและ เลม่ ๑๓๘ ตอนที่ ๗๓ ก หนา้ ๓๐ การออกใบอนุญาต ให้เป็นไปตามหลักเกณฑ์ วิธีการ และเงื่อนไขที่รัฐมนตรีว่าการกระทรวงสาธารณสุข กำหนดในกฎกระทรวง
