มิให้นำบทบัญญัติมาตรา ๙
(๔) แห่งพระราชบัญญัติธนาคารแห่งประเทศไทย พุทธศักราช ๒๔๘๕ ซึ่งแก้ไขเพิ่มเติมโดยพระราชบัญญัติธนาคารแห่งประเทศไทย (ฉบับที่ ๔) พ.ศ. ๒๕๕๑ มาใช้บังคับกับการให้กู้ยืมเงินของธนาคารแห่งประเทศไทยตามพระราชกำหนดนี้
