ให้มีการให้ความช่วยเหลือทางการเงินแก่ผู้ที่ได้รับความเสียหายจากอุทกภัยตามที่ บัญญัติไว้ในพระราชกำหนดนี้ ภายในวงเงินจำนวนไม่เกินสามแสนล้านบาท โดยให้ธนาคารแห่งประเทศไทย และสถาบันการเงินร่วมกันดำเนินการดังกล่าว
