ให้ธนาคารแห่งประเทศไทยพิจารณากำหนดจำนวนวงเงินที่จะจัดสรรให้แก่สถาบัน การเงินแต่ละแห่งในการกู้ยืมเงิน สถาบันการเงินที่ได้รับการจัดสรรเงินตามวรรคหนึ่ง ให้ยื่นคำขอกู้ยืมเงินต่อธนาคารแห่งประเทศไทย ภายในวันที่ ๓๑ ธันวาคม พ.ศ. ๒๕๕๖
