ในการปฏิบัติหน้าที่และการใช้อำนาจของ ก.ร.ตร. ก.ร.ตร. จะมีมติ ให้กรรมการ ก.ร.ตร. คนหนึ่งหรือหลายคนปฏิบัติหน้าที่แทน ก.ร.ตร. ก็ได้ ตามหลักเกณฑ์ วิธีการ และเงื่อนไขที่ ก.ร.ตร. กำหนด
