กรรมการผู้ทรงคุณวุฒิมีวาระการดำรงตำแหน่งคราวละสองปีและกรรมการ ผู้ทรงคุณวุฒิซึ่งพ้นจากตำแหน่งตามวาระอาจได้รับแต่งตั้งอีกได้ แต่จะดำรงตำแหน่งติดต่อกันเกิน สองวาระไม่ได้
