การประชุมคณะกรรมการต้องมีกรรมการมาประชุมไม่น้อยกว่ากึ่งหนึ่งของ จำนวนกรรมการทั้งหมดเท่าที่มีอยู่จึงจะเป็นองค์ประชุม ในกรณีที่ประธานกรรมการไม่อาจมาประชุมได้ ให้คณะกรรมการดำเนินการเลือกกรรมการ ซึ่งมาประชุมคนหนึ่งเป็นประธานในที่ประชุม การวินิจฉัยชี้ขาดโดยมติของที่ประชุมให้ถือเสียงข้างมาก กรรมการคนหนึ่งมีเสียงหนึ่งเสียง ในการลงคะแนน ถ้าคะแนนเสียงเท่ากันให้ประธานในที่ประชุมออกเสียงเพิ่มขึ้นอีกเสียงหนึ่งเป็น เสียงชี้ขาด เล่ม ๑๒๕ ตอนที่ ๒๘ ก
