ให้สถาบันมีเลขาธิการคนหนึ่งเป็นผู้รับผิดชอบการบริหารงานของสถาบัน ขึ้นตรงต่อ กพฉ.มีหน้าที่ควบคุมดูแลโดยทั่วไปซึ่งงานของสถาบัน และเป็นผู้บังคับบัญชาพนักงานและลูกจ้าง ให้ กพฉ. เป็นผู้คัดเลือกเพื่อแต่งตั้งและถอดถอนเลขาธิการ หลักเกณฑ์และวิธีการคัดเลือกเลขาธิการ ให้เป็นไปตามที่ กพฉ. ประกาศกำหนด เล่ม ๑๒๕ ตอนที่ ๔๔ ก
