ให้เลขาธิการเป็นผู้แทนของสถาบันในกิจการของสถาบันที่เกี่ยวข้องกับ บุคคลภายนอก แต่เลขาธิการจะมอบหมายให้บุคคลใดปฏิบัติงานในเรื่องใดแทนตามระเบียบที่ กพฉ. กำหนดก็ได้ นิติกรรมที่กระทำโดยฝ่าฝืนมติหรือระเบียบที่ กพฉ. กำหนดย่อมไม่ผูกพันสถาบัน เว้นแต่ กพฉ. จะให้สัตยาบัน
