ให้ผู้อำนวยการยาสูบ ตามระเบียบการบริหารงานโรงงานยาสูบ พ.ศ. ๒๕๔๓ ซึ่งแก้ไขเพิ่มเติมโดยระเบียบการบริหารงานโรงงานยาสูบ (ฉบับที่ ๓) พ.ศ. ๒๕๕๗ ซึ่งดำรงตำแหน่งอยู่ ในวันก่อนวันที่พระราชบัญญัตินี้ใช้บังคับ เป็นผู้ว่าการตามพระราชบัญญัตินี้ และปฏิบัติหน้าที่ต่อไปจนกว่า จะครบกำหนดตามสัญญาจ้าง ทั้งนี้ ให้ได้รับค่าตอบแทนคงที่ ค่าตอบแทนพิเศษ และสิทธิประโยชน์อื่น ตามสัญญาจ้างต่อไป การนับวาระการดำรงตำแหน่งของผู้ว่าการตามมาตรา ๒๐ ให้นับรวมวาระการดำรงตำแหน่ง การเป็นผู้อำนวยการยาสูบด้วย
