ให้กองทุนสำรองเลี้ยงชีพพนักงานของโรงงานยาสูบ กระทรวงการคลัง ที่จัดตั้งขึ้น ตามกฎหมายว่าด้วยกองทุนสำรองเลี้ยงชีพยังคงอยู่ต่อไป โดยให้ ยสท. ที่จัดตั้งขึ้นตามพระราชบัญญัตินี้ มีฐานะเป็นนายจ้าง
