ให้ ยสท. เป็นนิติบุคคล มีสำนักงานใหญ่อยู่ในกรุงเทพมหานครหรือจังหวัดอื่น และจะตั้งสำนักงานสาขาหรือตัวแทนขึ้น ณที่อื่นใดภายในหรือภายนอกราชอาณาจักรก็ได้ แต่การตั้งสำนักงาน ภายนอกราชอาณาจักรต้องได้รับอนุมัติจากคณะรัฐมนตรี
