ระบบการชำระเงินที่มีความสำคัญต้องมีลักษณะ ดังต่อไปนี้
(๑) เป็นระบบการชำระเงินที่เป็นโครงสร้างพื้นฐานหลักของประเทศ ซึ่งหากเกิดปัญหาหรือ การหยุดชะงัก อาจส่งผลกระทบต่อสมาชิกในระบบอย่างต่อเนื่องเป็นวงกว้าง และ
(๒) เป็นระบบการชำระเงินที่รองรับการโอนเงินมูลค่าสูง หรือที่ใช้สำหรับการหักบัญชีหรือ การชำระดุลระหว่างสมาชิก
