ผู้ได้รับใบอนุญาตให้ประกอบกิจการในเขตปลอดอากรต้องประกอบกิจการ ตามที่ขออนุญาตอันเป็นกิจการที่สอดคล้องกับวัตถุประสงค์ในการจัดตั้งเขตปลอดอากรนั้น ในกรณีที่ ผู้ได้รับใบอนุญาตให้ประกอบกิจการในเขตปลอดอากรมีความประสงค์จะเปลี่ยนแปลง เพิ่ม หรือลดประเภทกิจการที่จะดำเนินการ ต้องขออนุญาตต่ออธิบดีตามหลักเกณฑ์ วิธีการ และ เงื่อนไขที่อธิบดีประกาศกำหนด และเมื่อได้รับอนุญาตแล้วจึงจะดำเนินการต่อไปได้
