เพื่อประโยชน์ในการควบคุมเขตปลอดอากร ให้อธิบดีมีอำนาจออกประกาศ กำหนดประเภทหรือชนิดแห่งของที่จะนำเข้าไปในหรือปล่อยออกจากเขตปลอดอากร และกำหนด หลักเกณฑ์ วิธีการ และเงื่อนไขอื่นที่เกี่ยวข้องตามที่เห็นสมควร
