การขนถ่ายของที่นำเข้ามาในหรือจะส่งออกไปนอกราชอาณาจักร ต้องขนถ่าย ในเขตขนถ่ายของเท่านั้น เว้นแต่ได้รับอนุญาตจากอธิบดีให้ขนถ่ายในสถานที่อื่นได้โดยอธิบดีอาจเรียกให้ ผู้นำของเข้าหรือผู้ส่งของออก แล้วแต่กรณี หรือเจ้าของหรือผู้ครอบครองสถานที่อื่นนั้นวางประกันได้
