ของที่นำเข้ามาในหรือจะส่งออกไปนอกราชอาณาจักรทางไปรษณีย์ตามมาตรา ๕๐(๔) ให้บุคคลซึ่งเกี่ยวข้องกับการนำเข้าหรือส่งออกแสดงรายการเกี่ยวกับของนั้น ในกรณีที่มีความผิดเกิดขึ้นกับการนำของเข้าหรือส่งของออกตามวรรคหนึ่ง ให้ความรับผิดและ โทษนั้นตกแก่บุคคลดังต่อไปนี้
(๑) ผู้มีชื่อที่จะรับของอันนำเข้ามาหรือผู้รับของ สำหรับการนำของเข้า หรือ
(๒) ผู้ส่งของอันจะส่งออกไปหรือผู้นำของส่ง ณ ที่ทำการไปรษณีย์ สำหรับการส่งของออก
