ในวาระเริ่มแรก ให้คณะกรรมการนโยบายรัฐวิสาหกิจที่จัดตั้งขึ้นตามระเบียบ สำนักนายกรัฐมนตรีว่าด้วยการกำหนดนโยบายและกำกับดูแลรัฐวิสาหกิจ พ.ศ. ๒๕๕๗ ปฏิบัติหน้าที่ เป็น คนร. ตามพระราชบัญญัตินี้ จนกว่าจะมี คนร. ตามพระราชบัญญัตินี้ ทั้งนี้ ให้ดำเนินการสรรหา และแต่งตั้งกรรมการผู้ทรงคุณวุฒิตามมาตรา ๖
(๔) ให้แล้วเสร็จภายในหนึ่งร้อยแปดสิบวันนับแต่วันที่ พระราชบัญญัตินี้ใช้บังคับ เลม่ ๑๓๖ ตอนที่ ๖๗ ก หนา้ ๙๓
