ให้มีคณะกรรมการคณะหนึ่งเรียกว่า “คณะกรรมการเหรียญเฉลิมพระเกียรติและ เหรียญที่ระลึก” ประกอบด้วยรัฐมนตรีว่าการกระทรวงการคลัง เป็นประธานกรรมการ เลขาธิการคณะรัฐมนตรี เลขาธิการคณะกรรมการกฤษฎีกา เลขาธิการพระราชวัง ราชเลขาธิการ และอธิบดีกรมศิลปากร เป็นกรรมการ ให้อธิบดีกรมธนารักษ์ เป็นกรรมการและเลขานุการ และผู้แทนสำนักเลขาธิการคณะรัฐมนตรี และกรมธนารักษ์ เป็นผู้ช่วยเลขานุการ
