นอกจากการพ้นจากตำแหน่งตามวาระตามมาตรา ๑๕ กรรมการผู้ทรงคุณวุฒิ พ้นจากตำแหน่งเมื่อ
(๑) ตาย
(๒) ลาออก
(๓) รัฐมนตรีว่าการกระทรวงมหาดไทยให้ออกเพราะบกพร่องหรือไม่สุจริตต่อหน้าที่ มีความประพฤติเสื่อมเสีย หรือหย่อนความสามารถ
(๔) ขาดคุณสมบัติหรือมีลักษณะต้องห้ามตามมาตรา ๑๗
