ให้เจ้าพนักงานท้องถิ่นแห่งท้องที่ที่ใช้บังคับผังเมืองเฉพาะเป็นเจ้าหน้าที่ ดำเนินการ ในกรณีที่มีความจำเป็นเพื่อให้การบริหารจัดการตามผังเมืองเฉพาะได้รับประโยชน์สูงสุดใน ด้านการใช้พื้นที่ คณะกรรมการผังเมืองจะเสนอต่อคณะรัฐมนตรีให้มีองค์กรเพื่อพัฒนาและบริหารจัดการ ภายในเขตผังเมืองเฉพาะและพื้นที่ต่อเนื่อง โดยมีหน้าที่และอำนาจเป็นเจ้าหน้าที่ดำเนินการในท้องที่นั้นได้
