ในการเสนอนโยบาย แผนการดำเนินงาน มาตรการหรือโครงการตามมาตรา ๘
(๑) และการสนับสนุนโครงการที่ให้บริการทางสังคมตามมาตรา ๘
(๒) ให้คณะกรรมการกำหนดผู้รับผิดชอบ ในการดำเนินงาน ประมาณการรายจ่าย วิธีการประเมินผล การวัดความคุ้มค่า และประโยชน์ที่จะได้รับ รวมทั้งวิเคราะห์ผลกระทบจากการดำเนินโครงการ เพื่อประกอบการพิจารณาของคณะรัฐมนตรีด้วย
