ให้จัดตั้งกองทุนขึ้นกองทุนหนึ่งในสำนักงาน เรียกว่า “กองทุนประชารัฐสวัสดิการ เพื่อเศรษฐกิจฐานรากและสังคม” โดยมีวัตถุประสงค์เพื่อใช้จ่ายในการจัดประชารัฐสวัสดิการที่เป็น การให้ความช่วยเหลือประชาชนผู้มีรายได้น้อย หรือเพื่อสนับสนุนโครงการที่ให้บริการทางสังคมที่เป็น การช่วยเหลือประชาชนในภาวะลำบากทุกประเภท
