การจัดทำงบประมาณรายจ่ายเพิ่มเติม ให้กระทำได้เมื่อมีเหตุผลและ ความจำเป็นที่ต้องใช้จ่ายเงินระหว่างปีงบประมาณ โดยไม่สามารถรองบประมาณรายจ่ายประจำปีงบประมาณ ถัดไปได้ และให้ระบุที่มาของเงินที่จะใช้จ่ายตามงบประมาณรายจ่ายเพิ่มเติมด้วย
