การเสนอกฎหมายที่กำหนดให้หน่วยงานของรัฐไม่ต้องนำเงินรายได้หรือเงินอื่นใด ส่งคลัง ให้กระทำได้เฉพาะในกรณีมีความจำเป็นและเกิดประโยชน์ในการที่หน่วยงานของรัฐนั้นจะมีเงินเก็บไว้ เพื่อการดำเนินงานตามอำนาจหน้าที่ของตน โดยจะต้องได้รับความเห็นชอบจากกระทรวงการคลังก่อนเสนอ กฎหมายต่อคณะรัฐมนตรี
