การเสนอกฎหมายที่มีบทบัญญัติให้จัดเก็บภาษีอากรหรือค่าธรรมเนียมเพิ่มขึ้น จากที่กำหนดไว้ในกฎหมาย เพื่อให้หน่วยงานของรัฐนำไปใช้จ่ายตามวัตถุประสงค์ของหน่วยงานของรัฐนั้น หรือเพื่อการหนึ่งการใดเป็นการเฉพาะ จะกระทำมิได้ เว้นแต่กรณีการจัดเก็บภาษีอากรหรือค่าธรรมเนียม เพิ่มขึ้นเพื่อเป็นรายได้ขององค์กรปกครองส่วนท้องถิ่น
