ประธานสำนักและเลขานุการสำนักมีวาระการดำรงตำแหน่งคราวละสองปีและ อาจได้รับเลือกใหม่อีกได้ แต่จะดำรงตำแหน่งเกินสองวาระติดต่อกันมิได้ ให้นำความในมาตรา ๒๘ วรรคสอง มาตรา ๒๙ และมาตรา ๓๐มาใช้บังคับกับการดำรงตำแหน่ง และการพ้นจากตำแหน่งของประธานสำนักและเลขานุการสำนักด้วยโดยอนุโลม
