ผู้ใดลบ ถอนหรือกระทำด้วยประการใดๆแก่แสตมป์ัฐบาลซึ่งระบุไว้ ในมาตรา ๒๕๔และมีเครื่องหมายหรือการกระทำอย่างใดแสดงว่าใช้ไม่ได้แล้ว เพื่อให้ใช้ได้อีก ต้อง ระวางโทษจำคุกไม่เกินสามปี หรือปรับไม่เกินหกพันบาท หรือทั้งจำทั้งปรับ
