ผู้ใดทำเครื่องมือหรือวัตถุสำหรับปลอมหรือแปลงสิ่งใด ๆซึ่งระบุไว้ใน มาตรา ๒๕๔มาตรา ๒๕๘หรือมาตรา ๒๕๙หรือมีเครื่องมือหรือวัตถุเช่นว่านั้นเพื่อใช้ในการปลอม หรือแปลงต้องระวางโทษจำคุกไม่เกินสองปี หรือปรับไม่เกินสี่พนบาทหรือทั้งจำทั้งปรับ
