ให้จัดตั้งกองทุนขึ้นกองทุนหนึ่งในกระทรวงการคลัง เรียกว่า “กองทุนส่งเสริม การประกันภัยพิบัติ” มีฐานะเป็นนิติบุคคลมีวัตถุประสงค์เพื่อบริหารจัดการความเสี่ยงจากภัยพิบัติ โดยการรับประกันภัยและทำประกันภัยต่อ และให้ความช่วยเหลือทางการเงินแก่ผู้ประกอบธุรกิจ ประกันวินาศภัยตามที่กำหนดไว้ในพระราชกำหนดนี้
