ในกรณีที่ ก.ตร. มีหน้าที่ตามที่บัญญัติไว้ในพระราชบัญญัตินี้ ให้ผู้บัญชาการ ตำรวจแห่งชาติเป็นผู้เสนอเรื่องต่อ ก.ตร. แต่ทั้งนี้ ไม่ตัดสิทธิกรรมการข้าราชการตำรวจคนหนึ่งคนใด ที่จะเสนอ
