ในกรณีที่มีความจำเป็นและรัฐมนตรีเห็นเป็นการสมควรอาจกำหนดให้มี คณะกรรมการพิจารณาอุทธรณ์เพิ่มเติมอีกคณะหนึ่งหรือหลายคณะก็ได้ โดยให้คณะกรรมการพิจารณา อุทธรณ์ดังกล่าวมีองค์ประกอบตามที่กำหนดไว้ในมาตรา ๓๙ เล่ม ๑๓๔ ตอนที่ ๕๓ ก
