เมื่ออากาศยานไทยลงสู่พื้นในราชอาณาจักร ให้ผู้ควบคุมอากาศยานมีอำนาจ ตามที่กำหนดไว้ในมาตรา ๓๐ โดยอนุโลม เว้นแต่ความผิดอาญาตามมาตรา ๓๐
(๒) ไม่จำต้องเป็น ความผิดร้ายแรงตามที่กำหนดในกฎกระทรวง ให้ผู้ควบคุมอากาศยานจัดทำบันทึกรายงานการนำตัวบุคคลลงจากอากาศยานและแจ้งความประสงค์ จะส่งตัวบุคคลเพื่อดำเนินคดีอาญา พร้อมทั้งส่งพยานหลักฐานให้แก่เจ้าหน้าที่ที่เกี่ยวกับความผิดในอากาศยาน ทั้งนี้ ให้นำความในมาตรา ๓๑ มาใช้บังคับโดยอนุโลม
