ในการปฏิบัติหน้าที่ เลขาธิการอาจมอบอำนาจให้พนักงานกระทำการแทนได้ ตามข้อบังคับที่คณะกรรมการกำหนด ให้ผู้ได้รับมอบอำนาจตามวรรคหนึ่งมีอำนาจหน้าที่เช่นเดียวกับเลขาธิการในเรื่องที่ได้รับ มอบอำนาจนั้น
