ในวาระเริ่มแรก ให้คณะกรรมการประกอบด้วยกรรมการตามมาตรา ๔ (๑) (๒)
(๓) และวรรคสอง เพื่อปฏิบัติหน้าที่เท่าที่จำเป็นไปพลางก่อน จนกว่าจะมีการแต่งตั้งกรรมการ ผู้ทรงคุณวุฒิตามมาตรา ๔
(๔) และให้ดำเนินการแต่งตั้งกรรมการผู้ทรงคุณวุฒิตามมาตรา ๔
(๔) ให้แล้วเสร็จภายในสามสิบวันนับแต่วันที่ระเบียบที่ออกตามมาตรา ๔ วรรคสาม ใช้บังคับ เลม่ ๑๓๖ ตอนที่ ๒๕ ก หนา้ ๘
