โครงการลงทะเบียนเพื่อสวัสดิการแห่งรัฐตามมติคณะรัฐมนตรีเมื่อวันที่ ๒๘ กุมภาพันธ์ พ.ศ. ๒๕๖๐ และวันที่ ๒๘ พฤษภาคม พ.ศ. ๒๕๖๑ และการจัดประชารัฐสวัสดิการ ผ่านบัตรสวัสดิการแห่งรัฐที่คณะรัฐมนตรีให้ความเห็นชอบและดำเนินการอยู่ในวันก่อนวันที่พระราชบัญญัตินี้ ใช้บังคับ ให้ถือว่าเป็นโครงการที่คณะรัฐมนตรีให้ความเห็นชอบแล้วตามมาตรา ๘ (๑)
