การก่อหนี้และการบริหารหนี้สาธารณะและหนี้ของหน่วยงานของรัฐต้องเป็นไป ตามกฎหมายและอยู่ภายใต้ขอบวัตถุประสงค์และอำนาจหน้าที่ของหน่วยงานของรัฐผู้กู้ ทั้งนี้ เพื่อประโยชน์ ของประเทศและของหน่วยงานของรัฐ โดยต้องกระทำด้วยความรอบคอบ และคำนึงถึงความคุ้มค่า ความสามารถในการชำระหนี้ การกระจายภาระการชำระหนี้ เสถียรภาพและความยั่งยืนทางการเงินการคลัง ตลอดจนความน่าเชื่อถือของประเทศและของหน่วยงานของรัฐผู้กู้ เล่ม ๑๓๕ ตอนที่ ๒๗ ก
