ก่อนเริ่มปีงบประมาณใด ให้หน่วยงานของรัฐจัดทำแผนการกู้เงินและ การบริหารหนี้เงินกู้ที่จะกระทำในปีงบประมาณนั้น ส่งให้กระทรวงการคลัง และเมื่อได้มีการกู้เงินแล้ว ให้รายงานกระทรวงการคลังเพื่อทราบด้วย ภายในสามสิบวันนับแต่วันสิ้นปีงบประมาณ ให้หน่วยงานของรัฐจัดทำรายงานการกู้เงินประจำปี งบประมาณและสถานะหนี้เงินกู้คงค้างเสนอต่อกระทรวงการคลัง การดำเนินการตามวรรคหนึ่งและวรรคสอง ให้เป็นไปตามหลักเกณฑ์และวิธีการที่รัฐมนตรีกำหนด
