การกู้เงินของรัฐบาล และการค้ำประกันการชำระหนี้ของหน่วยงานของรัฐ โดยรัฐบาล ให้ปฏิบัติตามที่บัญญัติในกฎหมายว่าด้วยการบริหารหนี้สาธารณะโดยเคร่งครัด การก่อหนี้ของหน่วยงานของรัฐที่ไม่เป็นไปตามมาตรา ๔๙ รัฐบาลจะค้ำประกันการชำระหนี้นั้นไม่ได้
