ในกิจการที่เกี่ยวกับบุคคลภายนอก ให้ผู้อำนวยการเป็นผู้แทนของสถาบันใน กิจการของสถาบัน เพื่อการนี้ผู้อำนวยการจะมอบอำนาจให้บุคคลใดปฏิบัติงานเฉพาะอย่างแทนก็ได้ แต่ต้องเป็นไปตามระเบียบที่คณะกรรมการบริหารสถาบันกำหนด เลม่ ๑๓๕ ตอนที่ ๙๗ ก หนา้ ๖๕ นิติกรรมใดที่ผู้อำนวยการหรือผู้รับมอบอำนาจจากผู้อำนวยการกระทำโดยฝ่าฝืนระเบียบที่ คณะกรรมการบริหารสถาบันกำหนดย่อมไม่ผูกพันสถาบัน เว้นแต่คณะกรรมการบริหารสถาบันจะให้สัตยาบัน
