ผู้ปฏิบัติงานของสถาบันมีสามประเภท คือ
(๑) เจ้าหน้าที่หรือลูกจ้าง ได้แก่ ผู้ซึ่งปฏิบัติงานโดยได้รับเงินเดือนหรือค่าจ้างจากงบประมาณ ของสถาบัน
(๒) ที่ปรึกษาหรือผู้เชี่ยวชาญ ได้แก่ ผู้ซึ่งสถาบันจ้างให้ปฏิบัติหน้าที่เป็นที่ปรึกษาหรือผู้เชี่ยวชาญ โดยมีสัญญาจ้าง
(๓) เจ้าหน้าที่ของรัฐซึ่งมาปฏิบัติงานของสถาบันเป็นการชั่วคราวตามมาตรา ๔๒
