เพื่อให้การจัดซื้อจัดจ้างเป็นไปโดยเรียบร้อยและไม่ก่อให้เกิดความเสียหาย ต่อหน่วยงานของรัฐ ในกรณีที่หน่วยงานของรัฐได้ทำการจัดซื้อจัดจ้างขั้นตอนหนึ่งขั้นตอนใดผิดพลาด หรือผิดหลงเล็กน้อยและไม่มีผลต่อการจัดซื้อจัดจ้างอย่างมีนัยสำคัญ การจัดซื้อจัดจ้างนั้นย่อมไม่เสียไป
